4chan...lol...ahhhh the fun...4chan does allow the posters a good bit of anon..but they also try and do a pretty good bit of self policing at least in the serious CP dept....since that seems to be what regulators really care about.
as per tracking....i really don't think that the goverment an really keep up with everything going on on 4chan given how convoluted the postings are...
as for trolls....they are pretty good at digging up available info on a person in really short order and putting into some screwed up for to use against that person..
