As far as the President talking to students:
When the Federal Government created the Department of Education, the states thought it was a good idea because now they could get their hands on Federal dollars to use for State education. One problem though. Federal dollars always come with strings. Now States have to comply with Federal standards to get the money. Oops. The Department Of Education is part of the executive branch, and thus falls directly under the leadership of the President. Therefore no one has the right to complain about the President speaking to students, because he is, by chain of command, the head Principal. So everyone can whine if they want, but this is one of the consequences of giving control of education to the federal government.
